The US Coast Guard regulates and issues the documents for the US Merchant Marines. Paul Hall Center for Maritime Training and Educations offers an entry level training program which consists of 12 weeks in school, followed by 12 weeks on a ship and then a follow up at the school. There is also the United States Merchant Marine Academy for which you will need to contact your senators and representatives who make appointments to the academy.
