Like children, cat's need to be disciplined when they misbehave. If your cat is acting up you will need to stand your ground and let him or her know that what he's doing is not going to fly with you. A great way to show a cat that you are not going to tolerate his behavior is to gently put the cat down when he is acting up and tell him NO. You will then need to ignore him for 15 minutes or so. The cat will eventually notice he is not getting the attention he wants and will learn that it's his behavior that is causing you to not pay attention to him or play with him.
