We manipulate the elements in the world on a daily basis, fire is no different. If you have a gas stove and you light the burner, take a common kitchen pot and place it to the right side of the flames. When you do this you will notice the flames will move away from the pot. You can manipulate fire in this manner. Fire does not always manipulate to where you want it to, depending on the object you're using to manipulate it with.
